They did not have my class of car and did not offer an upgrade for free. They wanted to charge me more for a car. I declined.

Avis policy prohibits the rental of a car without a return flight or major credit card. That was not disclosed at the time of reservation. The bigger issue was that the agent lied and said no rental car company in the airport would rent with one of those two things. Untrue! Dollar and Hertz both rented to the people the Avis agent turned away.
